While your garden variety spam is a mere nuisance, harassing email can be upsetting and even scary. For example, if you know how to look at the headers on an email, you can get the IP address of the internet provider, which can possibly narrow down the area of the country where the email is coming from- if the person is not using a fake IP. For the person who is receiving the harassing email, that doesn't help much. But people and businesses with the proper authority can trace the IP, contact the owner and get a hold of the records that could identify the person responsible for the harassment. Getting this information can require a court order- something the average citizen would have a hard time getting.
